Who can submit forecast calls?

As of now (Q4-2023), only users without direct reports can submit forecast calls
This is not defined by the user role, but whether or not the user has been set as a 'manager' in the user settings inside the Salesforce settings
In the future, Weflow will allow setting up custom reporting structures inside Weflow and ignore rules imported from Salesforce
